Chalice are picky I find, you could be doing nothing wrong. If it keeps dying back I would frag it from the good tissue only.

It can inhibit calcification but only at high levels >1.0 and up until 0.1 you should be fine. You want low nutrients but not zero. I have literally just had the same problem:

Its been a rather fascinating project this. Testing PO4 daily takes 3 minutes but not doing it for a few weeks can lead to issues that take months for corals to regrow. Interestingly now, those patches of Cyano have gone. My PO4 is still 0.04. I recall some local fish stores telling me to aim...www.reef2reef.com

Thanks for the advice. Yeah I just bought that chalice a few weeks ago,I would say say slowly stop dosing NO PO X, to go to zero would shock your system. Half it over a week and then again the next week.
I would try to set your skimmer to dry, to not take out too much nutrients too and give your fish a heavy feed.
10ppm is fine but ask on the reef chemistry page.
Also test, test, test, daily, to keep an eye on it. Do all of the above slowly and don't do too much at once. A big swing will finish your coral off. to be fair, it may be already dead. Sometimes you can't save them and it sucks!
