Help cloudy spots on glass!

So I might buy this 150 gal. How ever it have like patches of white clouds in the glass. Yes glass. I can deal with the few scratches but can you get these clouds out of the glass? I hit it with his mag float with razor but it did nothing

It depends what the white clouds are. If they are chemical, you might be able to dissolve them with vinegar. If it is fine scratches in the glass you have fewer options.
