Help Fix My Ugly Tank

the number of times we have turned around a tank like yours in our peroxide threads is about 200 times and pics are included

its not about dumping things in the water, its about a reboot. eutrophication boot camp and your rocks need special consideration when being cleaned to not cause a full on cycle of the tank due to detritus accumulation within, we can fix all that. in one weekend, your tank brand new with a good bit of follow up work over the next week changing water and exporting back out extra detritus that pumps out from the cleaned rocks, holler
 
I faced this same problem a few years back. I took out my rock and scrubbed it really good. Next I did a water change and replaced the water with RO water (had to purchase the water for a few months until I brought RO unit). Then I stocked the tank with a variety of snails and crabs and finally I cut back on the amount of time my lights were on. I think the water was the biggest factor, tap water just won't cut it. About the same time I had set up QT and I ended up doing a water change on it and filling the tank up with the RO water I had purchased and have never had a serious algae problem like that again.
 
I have the same trouble and I did a tank swap I had a 55 gallon and up greated
To a 75 gallon I bought new sand and used my same rock I cant get my phosphate
down mine is .25 and it stayed that way in the 55 also I buy my water from Walmart

Try to find a LFS with a seahare. They only eat algae. Anytime my old tank would have a flare up of hair algae I would get one and it would eat ALL the algae. They work pretty quickly too. They usually run around $12. Once the algae is gone I would suggest retuning it or trading someone since it will not be able to survive without algae.
