HELP I.D. algae, cyano, diatom, dino

i've been trying to get rid of this for the last 6 months to a year. the tank is 2 years old, I originally was dosing red sea NOPox and thought this was cyano that sometimes comes with dosing carbon, so I stopped it and switched to micro algae and miracle mud. I still get it. I run chemi clean and it doesn't go away. I ran the treatment twice with a 2 week interval. It grows mainly on my mp40 fans and the overflow box. in other words the plastic in the tank. nothing on the rocks or back glass. I clean my front glass all the time so no growth there. I took one of my fans out and put it in 2 cups of tank water and 1 ml of 3% hydrogen peroxide for 24 hours. nothing. no change. then I added a scoop of chemi clean. 48 hours later, nothing. it did die of just sitting there without any nutrients. I run 1 1/2 cups of GFO and 4 cups of activated carbon in a dual BRS reactor. I run a large skimmer and have probably 1/2 gallon by volume of cheato in my sump. I dose red sea colors which has iron in it as well as a lot of other stuff, my mag is 1360, alk is 9.6, calcium is 475, salinity is 1.025, nitrates are 8, phosphates read .045. anybody with any ideas as to how I can identify and treat this. I wipe it off the overflow box and in 3 or 4 days it starts to reappear. what you see on the fan is 3 or 4 weeks worth.

of course not the purple blueish coraline algae which is hard and comes off in flakes, but the dark reddish/brown stuff you see on the coraline algae.
 
kessil purple light for the refugium, on a reverse lighting from the display, 16 hours on. the display has razor 12o's, on for 8 hours, 2 of which are ramping up and down.. 80% whites and blues,
 
See if this makes sense to you as it does to me. Your box & pumps are high nutrient areas that are closest to your lights right?
Recommend Nitrates is <0.02 and Phosphates is <0.03
Add improper lighting spectrum and certain issues arise. A spectrum that although your corals may be thriving under but is also causing a nuisance.
I would try correcting the issue with lowering you NO3 & PO4 and % of white lighting. Just my opinion but the less invasive route.
