Usually velvet is a powdery looking layer that covers a fish so I’d say that’s more likely to be Ich.

Im doing hypo right now, i can see the ich started to falling off and swimming everywhere, the eyes now free from the ich too! But there is dust-like mark in their body, is it normal?
Ich generally doesn’t swim but will fall and weaken until it’s dead

Things are looking better already. That's a little curious.

To be clear though, you can't really see the parasite at either the feeding (trophont) or protomont stage. It's size is the fraction of a mm. When ich is feeding, it's under the skin, so hypo or copper or whatever doesn't work by killing the feeding stage. The white dots are just the skins reaction to the parasite.
