HELP! Ich, Velvet, or something else

I noticed some white dots and white discoloration on my midnight lightening clown today and need help diagnosing what it is for treatment. Please help.

Video helped as pics were fuzzy. Appears to be bacterial and on belly are looks like a bite mark or rash. I notice the clown is fighting with another. If damage is indeed occurring, isolation of the aggressor may be warranted
For the skin issue, consider using Ruby Rally pro which will address the multiple issues and can be safely used in the tank or with separate tank using Seachem Kanaplex

By their behavior in the video, I wouldn't say velvet.

Clown diseases should always include brook in the differential diagnosis. I see some spots, which could be ich. Possibly multiple things going on. I would probably set up a QT if possible.
