Help ID Please

Can someone please help me ID this. The pic is not great but it is the best I could get. The tips are electric green. I'm not sure if it is good or bad. It just showed up this morning. The rock it is on was a dried out rock before we started the tank a month back. We added two new frags yesterday but it is on the opposite side of the tank (chalice and green start polyps). It looks a lot like the green star...do they spore or split off some how?
