How long have you had this fish? Appears he is in QT. Have you treated him with copper?
Does he have other symptoms, e.g. rapid breathing?, mucus covering skin?
Are other fish in the tank with him?
If he was in the DT tank prior to now, which other fish were present?
Is he eating?

The photos show some spots in the black area. Are these spots also present on other areas of the body?

Could be ich given the spots. Rapid breathing would indicate possibility of velvet. Mucus film on body could indicate brooklynella whic is more common on clowns than other species.

Copper would be prescribed for either ich or velvet. Formalin would be prescribed for Brook. If formalin is not available, acriflavine would be another choice.

The QT protocol link will describe the process for you to consider if indeed one of these parasites is present..

Positive case of brooklynella which can be detected by the amount of slime and mucus on its body and likely clown is displaying lethargic behavior, not eating as normal or atcc CC all, amongst others
Giving it a 5 minute freshwater dip the same temperature as display tank and will offer temporary relief and fish will need to be treated in a quarantine setting using quick cure which is formalin based or ruby rally pro starting with a 60 min bath and then treatment with the same
 
A short video might also help us diagnose this. Posting a Youtube link works pretty well for most folks.

This does appear to be one of the "big three" - ich, velvet or Brooklynella.

Are there other fish in with it, or have there been?

He was in the delay tank, I am using ruby red pro and ick in the display now. He was quarantined for a month with his mate, they were fine, put them in the dt on Saturday, I don’t see any slime. He was eating yesterday, in the dt, hasn’t eaten in the qt.

So - the video shows it is breathing really rapidly, has stringy mucus feces and is having trouble maintaining equilibrium. The fish is too far away and the light is too blue for me to really see any spots on its skin (white clownfish don't help in that regard either!).

What is the second drug you are using? It just says "ick", did you mean kicks ich or something?

I'm leaning more towards Brooklynella or Velvet now.....

If you don’t see white salt grain sized spots on the fish, then you can rule out ich. The rapid onset could be velvet. Kick ich doesn’t work well for that. The best treatment is a 5 minute freshwater dip, followed by a copper treatment in a hospital tank. However, I need to add that this diagnosis is not a sure thing, and the fish seems pretty weak, which means it might not survive the treatment.

before You could answer She was getting really bad, I gave her a fresh water dip and than added kick ick and ruby red pro to her tank. She has already improved. She is swimming around. Thank you for your help. I believe this to be velvet. I think the Ruby Red is helping. I will keep you updated, again thank you.
