This Blue fish was sold to me as a scaredy cat. He is beating up everything smaller than him, except the smaller clown. Can someone ID him so I can do a little research on him?

Yeah, they are behavior problems; lots of other fish to choose from. Might consider something like an orchid dottyback to mix in with your clowns and tang.
 
Yes he already killed my dotty back, and you can see the Royal Gramma hiding under the hollywood stunner, because if he shows his face the Damsel attacks him.
 
Chrysiptera cyanea, the damsel that is known as the 'Blue Devil'. Though there are damsels that are relatively peaceful, this one and members of the Dascyllus genus are particularly aggressive. Definitely send him back as everyone else recommends.
 
also I would not accept any further advice from the person who sold u that fish as a "scaredy cat"...
 
Haha, yeah the blue damsel. I have 4 of them. The 2 small ones pick on each other, the 2 larger ones pick on the 2 smaller ones and my Anthias chases them all into the rocks when they get a bit too rowdy. Been going on for almost 2 years now. They never actually 'bite' or cause injuries to each other, just a lot of chasing.
I agree with others though, if they are injuring others, they would have to go.
