Looks like hair algae with a bit of ciano imho

I would say hair algae and cyano not dinos but not completely sure. Blow it off the rock and suck it up. If its cyano and you can rid it without the need for chemicals thats great. I have had to use chemi clean 2 times over the first year of my tank and never had any issues using it. Now that my tank has matured if i ever notice a small spot of cyano i can just blow it off the rock or sand and it wont come back for a few months.
