Help identify please

Can anyone please help my identify this stuff? My tank is realitivly new (just under 3 months). It cycled in a little over one month but my nitrates are still high (15-20ppm) which I’m trying to get down hoping it will help.

This stuff is brownish in color, very long strings that flow with the current of the powerheads if I touch it, it seems to break apart easily

Thoughts?

Welcome to R2R! Looks like new tank green/brown hair algae GHA. Easy to remove with a toothbrush and siphon hose. Or if easily done, just pull the rock out of the tank, scrub with toothbrush, rinse off and return to the tank.
