Kind of new to the hobby, Had the water tested at 2 different Lfs and both said water was perfect. Have a tang that is showing some strange spots, It is eating very well and swimming normal. Any advice would be helpful. Thanks in advance.

Hes got a parasite. Quite likely Ick.

I would recommend doing ASAP a formalin/acriflavine bath, or if you dont have any of these meds on hand do a fresh water bath. This will relief the fish and help remove some of the parasites and buy you some time.

I would also move it (along with all fish in tank) to QT and start treatment with Chloroquine phosphate or copper as soon as possible. Velvet is very fast parasite and can kill fish in matters of few days or sometimes hours.
For copper it's usually recommended to ramp it up to full dosage within few days, but since its likely to be velvet, then it should be brought to full dosage within 24-48 hours. Make sure to use a compatible test kit.

I agree. That's classic velvet. Act quickly to have a better chance to save your fish. Get them all out and treat as outlined above and leave the display fallow (fishless) for a minimum of 6 weeks but it's better to go the full 76 days for a "clean slate".
 
Feed it minced fresh garlic. Some people don't think it works, but I can speak for myself it totally works. There are thoughts out there that the garlic extract will actually seep through the body of the fish and cause the ich to not even want to attach. It also boosts the immune system to fight it off. It's it's eating don't hesitate.

Garlic might help manage ich but not cure it. It is not effective in the case of velvet.
 
Do you guys recommend also doing a few water changes back to back? Doing 5 min Fresh water dip as we speak..

On the display? I don't see how that would help much. It may remove some of the free swimmers from the water, but not all and it won't do anything for the ones that are in a cyst on hard surfaces.

Water change is not needed as it won't remove the parasites, probably few only which isn't enough. Best bet is to remove all fish to quarantine and keep it fallow for 76 days, this way you will ensure the DT is parasite free, even if you didn't do water change the parasite will not find a host and die eventually.
Make sure to remove every single fish from there, any remaining fish might still carry the parasite and allow it to complete the life cycle (inverts are ok to keep)
