Help identifying a CPR HOB skimmer & how to use it

Hi, looking to get a skimmer for a 30gal, found this one used - does anyone have any advice or experience perhaps with the noise output?

im slightly confused on how the flow would work within the skimmer itself

There are several HOB skimmers - I'd keep looking, myself (maybe buy new).
