Noticed this white build up on my pajama fin, would a cleaning shrimp help at all or should I remove and start some sort of treatment?

The little white spots are in the water or on the glass, right? You're talking about the growth at the base of the fish's right pectoral fin? It could be Lymphocytis, and that is a self-limiting viral disease that will go away in a month or two (although it may spread to other fins and even to your other cardinal). A cleaner shrimp won't help with that.

Yes the white dots are from the glass. Ok what type of treatment would I have to do if I remove the cardinal now?

If it is Lymphocystis, there is no treatment other than time for the fish to develop a resistance to the virus.
