Yeah I agree, the white looks like a sponge. And almost certainly not causing the issues with the Frogspawn.

Although I'm not sure what is on the Frogspawn heads that you're showing in the picture. Is that something green down in the fleshy area where the living tissue is? Is hair algae growing right on the heads?

There was hair algae on the base that I scrubbed off it could have gotten caught in the head while I was dipping it. The frogspawn had some of the whiter stuff growing on it that's why I took a picture but my camera was not great
 
Hi you're right it is API I am going to order a hanna checker but can't seem to get them down to make a differance. I used GFO but it comes back. I think I may need a switch in food.
So it 0.25ppm then (since that’s the lowest reading you can get with API). It could be 0.1 or as high as 0.4 with that reading, either way it’s high, but just goes to show how worthless API is for reefing. Ideally, you want your phosphates between 0.03ppm and 0.08ppm, the lowest reading with API is over three times the max you want in a reef tank. Once you get the Hanna checker and have a more accurate idea of where you’re at, it will be easier to point you in the right direction. In the meantime, what are you feeding? Also, did you start the tank with dry rock or real live rock? The reason I ask is that dry rock can sponge up or leach out phosphates, my current tank I used some dry rock and it’s sponging up phosphates, I have to dose quite a bit to keep them from bottoming out.

The tank had both dry and live rock but a lot more dry than live. I know I want to get a hanna checker but until I can figure out how to keep this phosphate down I'm not rushing. I feed a very wide variety: PE mysis pellets in the AM then at night there is a rotation/combination of copepods, rotifers, phytoplankton, mysis, algae wafers, little fishies algaes, red sea AB+, reef roids and reef snow
