Help! Is this fin rot?

I just returned home last night from a 10 day trip to find my lionfish looking like this. Our house sitter could not get him to eat while we were gone. I fed him a piece of silverside the day before we left. So he hasn't eaten in 10 days. I normally feed him about 3x/week usually a piece of silverside or a piece of shrimp.
I've had him about 3 months. I quarantined him for 8 weeks and treated prophylactically with Prazi followed by CP during that time. He has only looked healthy up until now. I tried to feed him last night and today and he's not interested in eating.
All of my other fish look fine. I don't think there is any aggression towards him (at least that I've seen).
Any thoughts?

I’m still hoping someone knowledgeable can give me some guidance on this. I’m assuming this is a bacterial infection. I’ve moved him back to QT and started API fin and body cure which is doxycycline. It’s what I could get at the local pet store. My nearest saltwater fish store is 80 miles and I can’t get there today.
I also got a couple guppies to see if I can interest him in live food since he hasn’t eaten in over a week.
I’d appreciate any guidance anyone can provide.
