Ok this fish is in a tank with 6 other tank mates what is the best and safest way to treat this before it spreading to my other fish this is a new fish just received and just noticed it on it today
It's a bit hard to tell without a more clear focus and larger image, but I'd say YES, that looks like Ich.

Hard to say. If it looks like dots you can count rather ick. Powder like velvet. Skin loss brook. All are highly contagious and I donor think that treating a single fish will do.... sorry.

I don’t mind treat the whole tank I have 9 crabs and a Haitians anemone too so I don’t want to harm anything by trying to cure so what do I need to do

Need better pics. Need a firm diagnosis. Can’t start on the wrong foot. Sure ick and velvet is usually copper, but that is not safe for inverts and needs a hospital tank. Copper may also accumulate in life rock and leach out later. Copper levels maybe more difficult to maintain with life rock absorption.

I did use dry rock instead of live rock I can try to get better picture but the o my fish that appears to have it stays hide all the time in the rock doesn’t really come out much

Ick. Copper in Hospital tank seems to be the current go to...
Tank, filter, ammonia badge, copper, copper test, heater, pvc pipe is the minimum. Good threats on both copper and hospital tank setup. Jay Hemdal is the man if you want to search the forum by member.
