Help! Is this velvet?

I have a Foxface in qt who stopped eating yesterday. He appears to be breathing fast. There are some white spots on his head I think? Am I looking at velvet?

I should try garlic. He swam out from under the rock for the first time in a while earlier so I will try feeding again. I have never dealt with or seen velvet. I was hoping the white spots on his head were not velvet but I was unsure.

Do the spots look like a salt granule on the outside of the body, protruding?
