I just noticed this in my rock does anyone know what it is and what should I do about it

Typically catch a ride from coral or rock added to the tank. They are filter feeders.

Ok awesome I wanted a feather duster guess I got one for free lol. Will it move off the rock or can I move it when it gets bigger

There are many species of feather dusters, not sure this will turn out as what you planned on purchasing.
