Honestly I don't see a place for fuge. I see a bubble trap with a gap for bio and a return pump area.

Maybe you can fit an algae scrubber.
 
Agreed with @PYRU - you MIGHT be able to get something growing in the area with the bioballs, but it'd be crazy frustrating to maintain as a fuge, not to mention tough to work with the rest of filter media and the like. Kind of depends on what you're looking to do with the fuge, as well. Macro growth? Coepopods? Just a place to eat nitrates?
 
you're only option is turning the bioball chamber into a fuge. Watch the light spill into the other areas. I have a sump with a skimmer chamber first, fuge in the middle and return last. The fuge light seems to grow algae in all three chambers better than it grows Chaeto. It's a pain in the butt. I believe in running a fuge, but in my case I'm contemplating getting rid of it so my return pump and skimmer aren't constantly growing algae all over them. If I had room, I'd make sure the fuge is separate.

Was thinking remove bio balls and place chaeto there?
 
What if I place emerald crabs and snails to combat the algae?And spray black enamel on the back of the sump?
 
The most traditional route would be to run your skimmer on the far left chamber, fuge in the middle, return pump far right.

If you get a honking chunk of chaeto growing, you might not (probably won't) need bio balls. No two tanks are alike, but on mine, I just have some rubble rock in my fuge and struggle to maintain detectable N and P.
Three or four snails keep the algae well in check.
