Help me I'D this stringy brown algae

I tried to get some pics, ignore the photo bombers. It's like a stringy brown hair algae. It's on the sand and walls and rocks. Not really grren, definitely brown. I'm carbon dosing on week 6, cyano cleared up but this stuff won't go away. I would like to know what it is so I can properly eliminate it. Sometimes it gets bubbles on the strings but they blow off with a baster. This stuff looks like fuzzy long human hair. The hairs just float around the tank when scrubbed untill they get chopped up by a power head. Any ideas.

Are you sure your not overdosing your carbon?
It's hard to tell from the pictures but my first thought is bacteria.
Second thought is dinoflagellates
 
I had this stuff before carbon dosing, I'm following the schedule I found on here and a bunch of other places. On week 6 I'm only up to about 23ml daily for my 55 gal. It does look like bacteria.
 
Ok, I will try other things. My concern is this hair stuff was there before I started dosing vinegar.
 
What's the deal with Dr tims, does the bottle have dosing instructions, also should I stop dosing carbon for now?
