My tang is scratching himself along substrate. Only one side has body color chafing. Other tang flam fin losing color and face is turning white and looks to sink in.

How long have you had the fish and have you added anything “wet” to the tank in the last month or so?

Fish are all eating just fine. Just started up the skimmer in past week. Tangs have been in tank close to 3 weeks. Overall tank running 3 plus months.
 
First step to consider is to check for flukes as they can cause all of the symptoms you listed.
A freshwater dip for 4-5 minutes will confirm or eliminate flukes.
 
Can you see flukes? Also fresh water dip in rodi or just tap?
RODI temp matched to the tank temp. Use a dark colored container and look for white ish sesame seed sized things after the dip. If they are there they usually start dropping off at about 3 minutes.
