Should I frag it above the STN?
Move the entire thing to low flow low light?
or let it ride and see what happens?

there is a resident acro crab in it as well.

If it were me, I’d take 2-3 frags, place them elsewhere or on a rack. Leave the original there and see what happens. Worst case, you have a few frags that hopefully do make it.
 
Yes, looks like shadowing is taking its toll on the lower portion.

it’s been doing great a while, saw some growth as well, had tissue all the way to the bottom. A few weeks ago my nutrients dropped to zero and that’s when this guy suffered and been getting worse
 
Maybe a bit of both then. Kick up you nutrients and either frag or add supplemental lighting to eliminate shadowing.
