Help me save my gold torch

Hello all

Looking for advice on how to make this torch happy again. I have him for over a year and a half but recently it looks worse week after week.
water parameters tested yesterday:
Salinity: 1.025
MAg: 1500
Dkh: 8.5
Cal: 450
Nitrate: 2-4 or as close to zero as the test will show
Phosphates: 0.02

All the other corals including torches are doing well, I just cant get this one to be happy. I moved it multiple times, different flow, lights etc. Running out of the ideas.

Check for pests, my routine is the following:
1. Visually inspect for pests, followed by physical removal or a dip.
2. Dip #1 for pest removal (I use CoralRx for my euphyllia) - if any visible signs, use baster/pipette to blast them off, a precision tool to scrape off eggs / tubes / anything encroaching on flesh to keep skeleton area clear
3. Dip #2 for recovery (using Lugol's Iodine from Brightwells and Witch Hazel) - about 5-10 minutes
4. Observe and monitor over time... possibly repeat the dipping steps 2 or 3 (or both) depending on the situation

Sometimes, mortality is unavoidable... good luck and I hope you can salvage the situation!
 
One trick that really keeps my torches happy - put them in a spot below/downstream of where I feed my fish twice everyday. This way they are always getting little tidbits of food when I feed. Keeps them happy and growing. Notice that they will even put up with a little extra flow.
