Neither of those issues would be fatal and they are not contagious to other fish. I cannot tell you if the tang might have some other, hidden disease, but the two eye issues I mentioned are not a problem.

The eye flukes might, but cataracts are permanent.

How is ur Achilles now? Did the white dot on his eye go away? If not, did it spread to other fish? If it went away, did you do anything that could have helped? Mine has the same issue. Thanks
