HELP ---- Meanwell ELN-60-48D tuning trouble

I am using the Meanwell ELN-60-48D driver to run 14 Cree Royal Blue LED's.

The meter is set on the 10A setting and the cables are plugged in to the correct locations. Black to common and red to 10A.
I have my meter in-line on the positive from the driver to the positive to the LED's.

I have a 10v power supply connected to the driver. Positive to the blue & negative to the white.

SVR2 is turned all the way down.

When I power the driver up all LED's light.
The meter only reads .26
I turn the SVR2 up to full power and the meter never goes past .76

I baffled...... an ideas ?????
 
Your voltage and current measurements sound like they were done right.

One easy thing to do: double check the voltage of the 10V driver. Wall warts are not always accurate to the voltage that's printed on the label. You didn't explicitly say if you measured it.

If it's less than 10V, then the LED driver will output a square wave to the LEDs. On the multimeter, the display doesn't update fast enough to reflect what's actually going on. A fast square wave would just be averaged out to some value depending on the "duty cycle" of the square wave.
 
To clarify, if it's less than 10V feeding the DIM+/-, the LED doesn't actually dim. It turns on and off very rapidly. If you were to graph the on-off-on-off behavior, it would look like a square wave. If a multimeter attempts to measure a square wave, which is normally switching very rapidly, it'll likely provide an average value instead of showing the on-off behavior.

It could be that you're providing 48V and 1.3A, but that the output is a square wave. This would make the multimeter show less than 1.3A because of the rapid on-off switching that's going on.

9v measured 9.2v and gave the same results.
I am completely baffled.
I tried the meter on another set of LED's that I had built and they measured out at 1.3
 
I have always had this issue with blues and color leds. Whites will allow me to set it up to 1.3 no problem. What I do is adjust driver with the whites and use it on the blues or colors.

That sounds about right for half way, I've measured this Driver over its rating of 1.3A. It should be reading higher when turned up.

Is your build solderless or soldered? If its soldered check each LED soldering point for grounding against the heatsink.

Also have many LEDs do you have in series?
