I got a Foxface recently and he appears to have spots on his fins and tail. Can anyone help me diagnose this?

The dots also seem to be raised. He looked fine at the store but I started to notice them after acclimation

Spots can mean many different things, can you provide better pictures? It can be ich, velvet, lympho, bacterial infection, etc. I can't really tell because its unclear but im leaning towards lympho.
What are the tank parameters? From the picture it seems the tank is neglected, so parameters might not be perfect which can cause lympho to appear if the fish is infected with it. It might also be bacterial infection too.
Do you notice odd behavior from fish, like rapid breathing, sensitivity to light, scratching against rock, etc.?
Do you notice spots on the body?

If you have quarantine tank I would put him in there. It's hard to tell from pictures, is rubbing against rocks , swimming irradicly?

Given the size of the spots (and the "raised" description) that I can see on his pectoral fin, those ones, at least, sound like Lymphocystis. That's a virus, and like most viruses, can't be cured. Good news is, like chicken pox or cold-sores, if you provide good quality food and a good environment, they'll fade and the fish will be fine.

Those are the only spots I can make out - if the fish had smaller ones, such as ich or velvet, I don't think I could see them in these photos.

To tell the truth, this could be either. I'd like to lean more toward lympho at this point, but it's pretty hard to tell from these photos. I absolutely agree with putting him in QT simply because he's a new fish. If after 3 or 4 days, the spots have remained in the same place (they might have even grown in size and number by this point) then stick with lympho. If they have dropped off of the fish before that and others have appeared in other places, then we can assume ich at that point. If it's ich, they also would not have grown in size.

Thanks for all the help. I can try and provide a bit more information. I started the tank back in February. Unfortunately I was a bit misled by someone at a lfs that I don't usually go to and got a trigger that ended up stressing out the tank. The tank either caught ick or velvet and in 2.5 days all my fish had died. I left the tank fallow for about a month (hence the algae growth), and got some damsels for the next month just to keep an eye on the disease. Now I have slowly started rebuilding the tank, and currently have 3 fish in there.
I'm colorblind, and therefore tend to go to my regular lfs where they do free water tests. I can't tell you exact water parameters, but I can tell you that before I got the Foxface I brought in a water sample and they said the water is great. Last night he seemed to be swimming rather quickly, although it may of been the time because he seems more subdued now. I tried getting more pics but my camera isn't the greatest.

Also I unfortunately don't have a qt tank. I have a 90 gallon freshwater planted tank, and a 5 gallon pea puffer tank on the bar in addition to this 75 gallon. One day I brought up the idea of setting up a 10 gallon qt tank and got the deathstare from hell from my girlfriend...

Fallow for a month is not long enough for either ich (76 days) or velvet (42 days.) Hopefully it works out for you and the new fish you have added don't get either from the tank.

1 month is short for fallow tank, some strains complete their lifecycle faster than others so hopefully you dont have ich or velvet in tank. 2 days for wipeout suggest velvet, i would recommend keeping an eye on the foxface and observing the spots as there is high chance that the parasites survived.

I agree, it sounds like velvet and one month fallow might not have cut it. You might need to do some extra chores around the house or something to get approval on a bare bones QT... otherwise you will likely end up with more dead fish to replace $$
