Are you running a cold water setup? I am not sure what you are running but a typical reef setup is usually around 77-78 degrees.

To the Skimmer, I would open the valve all the way and just let it cycle. Skimmers always act funny when brand new. Sometimes you need to make a stand for it so the return pipe is sticking out of the water. I have seen people running it in the water but I guess it depends on the skimmer.

Find your water line in the skimmer, you should see some small bubbles above that. With time as the skimmer gets broken in, it will produce larger bubbles. I try to utilize the entire neck of the skimmer. Monitor the skimmer until it start pulling out skim mate.
