Help needed: root causing T5 ballast!!!

i have a dual bulb T5 fixture controlled by a ballast. one of the bulb isn't coming on and I tested that slot by switching around the bulbs and found nothing wrong with the bulb. so what's the next step in root causing the fixture and fixing the issue?

i'm not a technician but i do have a multimeter and some screwdrivers that i'm pretty handy at. just not sure where to begin with the diagnosis since i have never done one before although i have handled some printed circuit board experience
 
Well you did step 1 by swapping the lamps...

So I need to ask, is it a single ballast or dual ballast? If dual, it could be a ballast is shot...

Check the lamp connections to make sure the wires are tight inside and that there is no physical damage.

Check for any heat or burn marks along the wires

I am not sure of the output voltage of the ballast so be careful using a multimeter with them.

so, if i understand my limited knowledge on the ballast technology is correct, if it's a single ballast system, one bad ballast will make both bulbs go off. but since in this case, it's only one of the two bulbs, then can i assume that it's a dual ballast system? there's no damage to the ballast/wiring connections
 
Its the ballast. One leg of a dual ballast can go out.
Check wiring into the lamp caps, and into the ballast, making sure all look clean and not blackened or frayed.
For voltage readings, you can take a reading from the good side, and verify that number on the other, which won't be there.
My recommendation is new ballast.
