Help, new tank with Used Skimz SM163

Hello, I just finished putting the water into my 75 gallon tank and ruby 36 sump. I put my used Skimz sm163 that i bought off facebook marketplace into the sump, I tried raising the bubbles by fiddling with the air intake and the adjustable valve. Yet its just staying near the bottom of the skimmer. If anyone can guide me through this pain it would be much appreciated. Thank you!
Its in 10 inches of water which Skimz says is fine.

Have you inspected the pump/impeller to see if it's damaged?

Have you inspected the adjustment knob and gate to see if it's raising or lowering properly?

It's a flow issue, not bubble issue.
