I know its not Ick but I have never seen anything like it. Any Advisement would be great

From this picture to me it looks like flukes try fresh water dipping it for 5 mins and see if it comes of
And keel us updated those can be flukes do a FW dip and its gonna do fine
 
Sounds like a dark spot from stress. My powder blue got one after a few days in the tank and it went away
 
I can't see any evidence of anything parasitic in nature. I see the few spots on the anal fin. Possible slight bacterial infection but may heal on its own.

Best thing to do here is a 90 minute bath in reef rally and observe closely for the next few days.
