Help PLEASE!

This black algae? is taking over my tank! Does anyone know what it is? I have manually removed it every time it shows up (every few days) and do water changes (at least 40%) each time and it just comes back worse. I've been doing this for over 6 weeks now. If anyone knows what it is and how to get rid of it I would sure appreciate the information being shared.
