I need to get my angel in a QT tank, he has ich or flukes one, what kind of flitration does a QT tank need? can I just use my DT water and sand?

FWIW:
1. HOB filter, heater (all your QT equipment will be useless for anything else after using Cu)
2. Air stone and pump- very important with the medications you'll probably be using
3. Disposable source of Biological filtration- a piece of rock from the tank
4. little light
5. appropriate testing gear

Seed your QT tank and when its parameters are stable introduce fish.
FWIW I'd use 25-50% DT water and the rest fresh saltwater. I've found Cermedia Spheres invaluable as emergency 'disposable' sources of bio filtration.
I've also had best results from using BIG HOB filters, rated 2-3 times the QT volume, kinda like you would rate a skimmer for an SPS tank. POLY-FILTER's are worth their weight in gold :)

It'd be worth your time to look at what type of copper to use, chelated vs ionic, some fish don't tolerate the latter well. These might be worth a read:

I had to set one up in and emergency recently and all I did was take an extra pump I had laying around and wrap some filter pads around the intake to work as mechanical filtration and took the biomax from an established tank for biological filtration. Add some PVC and a heater and it worked just fine for a temporary setup

I keep some bio wheels in my sump for when I need to set up a QT.
