HELP! Stray Voltage

So I've been losing some corals very slowly over the past two or three weeks. After checking parameters over and over and some big water changes it finally hit me to check for stray Voltage with my volt meter. I'm getting 102volts! I've narrowed it down to my reactor because when I unplug it the voltage drops to 35volts which is acceptable right? So is my reactor pump bad cause it's working fine? Anything else I need to do besides trying to replace it?

I know how to check. I work with electric all the time. With a good volt meter put one probe in the ground of an electric outlet and the other probe in aquarium water. I've read anything under 50 volts is OK but it seems to be a debating issue.
 
How to test is one question...and I've heard that answer before, but got mixed results when testing. At least I was doing it right! :)

I'm not sure I understand why zero is not the goal though?

Agreed. Maybe there is no stopping all stray Voltage.
