Help! Sump flow issues

Hey,
I just moved everything into my new tank and sump set up. I’ve never had a sump before and I’m having some issues with start up.

so firstly it came as a set with the stand and the whole thing rocks except that the instructions that came with it are really lacking. There’s nothing at all besides ‘fill up your tank till the sump is full and run pump.’ Not even pictures.

tank is 48gal sump is 14?gal
The skimmer isn’t tuned in yet but it’s got a pump with it. I think it’s pumping out of the foam cylinders it has on both sides and Intaking from the pump. Is that correct?

the return pump is running half dry. Not sure if this is normal but I worry for the longevity of the pump.

Return/pull from the tank seems ok. Pulling a little slow because I think it’s a bit backed up.
Additionally the baffles before the return are REALLY small. That’s why water is so slow going back in. Is that ok?

BAD you want water level as high as other sections, so pump is submerged

As above get more water in that return chamber of the sump. I have to say I have never seen sump baffles so close together. That’s going to be very restrictive. I had a skimmer like that on an old aquaone system I had. I think it’s supposed to attach to the top of the sump glass edge if I remember correctly.
