Help unknown things growing on coral

I noticed a bunch of these weird things growing on my soft coral, is it bad? And what is it please

looks like green hair algae to me. while it's not the end of the world (yet) it's not a good thing but there are many things that can contribute to it......... #1 reason is high nutrients (NO3/PO4)......... new tank syndrome.... improper spectrum lighting..........

Yeah I have had a problem with that but I am talking about the clear polyp things shooting off of it
 
They could be baby aiptasia, could be hydroids, really hard to tell. I wouldn't worry about it, but if that's the base of a kenya tree just cut it at the base and throw away the plug, it will survive fine

It’s supposed to be a neon nepthea, how do I get it to reattach to something?

A dab of super glue!
Alternatively a natural way to do it with nepthea, is placing the base (once cut) into some small rock rubble on the sand bed, give it a couple weeks and it should be attached to one.
 
Its hydroids and best eradication is starvation. By aiming flow towards the coral, not at it, the hydroids will starve and disappear. They favor brine shrimp
 
If they don't go away nepthea is a easy coral to frag. Would just wait a little if you just got it so you don't stress it out more.
