HELP w/ a rebuilding questions....

Fellow reefers,,, my 20+ year old reef died while I was on vacation last week. Something tripped the power off... and blew our fuse upstairs. The tank sat with no power for 10 hours until my fish help came to feed. As my fish help decided the tank was DEAD they decided not to ruin my vacation and tell me.

I now have lights / power / carbon running and ammonia is still at a toxic level. I am at work and can't focus on this until Sat/Sun when i can do a 100% water change. Here are my specific questions:
* Can I keep the sand in the tank or do I need to remove and add new sand a mix of live and dead?
* My live rock is 20 years old shipped in from figi islands. Will this reseed itself with bacteria and come back to life?
* Will my tank be prone to new tank syndrome or will it keep some of its buffering capacity? ie can I rebuild with pygmy angel fish or do I need to wait the 6 months / 1 year before adding delicate fish?
* The tank had 3 large BTAs - they have been removed I think. I have been stung by them before and my skins reacts strongly to this... In a dead state can the remains of the BTA still sting me? I really hate using gloves in my reef.
* I am thinking I will add some LR once tank has new water from my other reef to increase good bacteria...

Suggestions and things to watch for as I rebuild?
