Please help me identify and is it bad

If you are referring to the white feathery stuff, then those are feather hydroids. I am not sure what species or genius for that matter but . You will want to remove those fast. They can sting anything they touch and can over grow fast in the right conditions.

If that is a frag plug that they are promamryly on then cut the frag off and reglue it somewhere else, toss the plug.

For the ones on the frag rack or anything else graba clean toothbrush, fine net, and shut off the water flow. Start scrubbing them off and try to catch any peices that float away with the net. They might come back in the same spots so you will have to be persistant, but eventually they wil be gone completly. Just don't let them spread.
 
From the pic it looks like they are mostly on that one rock and the one frag beside it. I'd take both of them out and scrub them with a toothbrush and rinse, rinse, rinse.
