Help, what should I do next?

I am back in the hobby after a five year hiatus. I dusted off the old Nuvo 16g tank with old equipment I had and some new. I started this at the end of June. I did a cycle in three weeks as ammonia and nitrite were at 0, nitrate <5. I added a dwarf red spotted goby and about 4 corals. I been doing about a 5g water change every week or so since the cycle was complete. I have been testing with API master kit, phosphate, and refractometer. I tested my water perms before and after a water change, nothing changed except my phosphates went down. My nitrate 1.0 and nitrite 20, everything in the tank looks healthy. I am running an IM dc skimmer, just installed IM mini reactor with carbon (might change to ROWA phos later), filter floss, fluval spec media. Flow I have spin streams and mp10.
So should I keep doing water changes till those numbers come down or be patient ?

Salifert is my preference and use for just about everything. The Hanna phosphate is easier to read than the Salifert kit.
