So I am curious what type of algae this is/what some treatments may be. It is kind of puffy and comes off the rock very easily, however, the base gets left when I just syphon it off and it grows back in about a week. Thoughts?

What some has called it- Qtip sponge, it is a film that forms when nitrates are high or lack of water movement.
Not unusual to occur in newer tanks and you can try adding 1 ml per 10 gallons of peroxide at night. try for 3 days and if it hasnt lessened, you may have to take rock out and scrub with toothbrush and peroxide.
It is not bubble algae

Interesting, I can absolutely do that. Few questions, could I just use regular hydrogen peroxide? Should I also remove my carbon from the filter and finally should I be doing a water change after all of this?

Is there any possibility that it would harm the corals/chaeto as well? Sorry for all the questions haha
