help with a blue spotted puffer

hi. I recently bought a puffer that I got shipped to me from live aquaria. I have never owned a puffer so this one is my first. He is staying in one spot and when I fed him today he nipped at it but didn’t seem to interested in it. Is that normal? Could it be just stress from shipment? All the other fish I’ve had shipped to me have always been active and swimming when I put them in QT. Today I noticed he was next to a rock with his head up. I don’t know how normal that is. I know all fish are different but he is not active at all. Anyone who is familiar with puffers and can provide any help is much appreciated!
 
I fed him last night when I got him in and he tried to nip at it but wasn’t really interested in it. This morning he’s next to a rock with his head up and I fed him and didn’t touch it. I know it’s only been a day but he’s not active at all. He’s staying in one spot

How many days is to many? Today is day 2 and he’s still laying by the rock with white lips breathing heavily. And I bought a tang the same day at my LFS and he has white lips too and he’s hiding and acting strange as well. Although the tang ate a little bit today and the puffer is not. I tried spotfeeding him bc the way he lays his head is in the air. I’m just worried bc there both acting the same way....
