Help with algae ID

Hello,

My brother just sent me this picture of his green spotted puffer tank. I’m stuck with what kind of algae this is or if it’s dinos.

Can someone help me id this so I can help him get a plan to get rid of it. I asked him if it out blow off with a turkey baster and he said no so I’m leaning more towards some sort of algae.

It’s also on the gravel too. I’ve told him to up his flow and look at getting another power head.

To me, that looks like a thick mat of Cyano. Not the typical kind we see in out reefs, but rather the kind that forms dense mats in fresh and brackish water.

Manually remove what you can. Then dial back photoperiod to 8 hours.

I thought it looked bacterial. He's running the tank at 1.020 salinity. Wonder if the lower salt levels are making it look different. Thanks!
