help with Algae

New member here looking for help!?!?!

I'm new to saltwater (kept tropical for many years) I have a 240l tank with 100l sump, its a converted Juwel tank and Im having algae issues on my rocks. The tank has been running for just over 3 months and the majority of my rocks are covered in algae. It doesn't look like GHA as its very close to the rock work, like a very fine green/dark green layer - you cant get hold of it to remove it, it doesn't come of with a brush (I haven't pulled the rocks from my tank and scrubbed, just used a toothbrush in the tank) and my CUC move over it but dont remove it.

I'm running 2 filter socks, a skimmer and a reactor with biopelets and Im dosing ATI essentials pro - currently looking at adding a refugium??

I do a 10% water change every week

As its a Juwel tank and I need the hood (dogs, kids etc) I'm limited with lighting options, I have the Juwel marine LED (1 x blue 29w strip and 1 x 29w white 14k) I have also added 4 x T5 tubes but im only currently only running 2 of them (2 x HO 54w blue plus) I'm running the blue plus T5's for 8 hours and the Juwel LED's for 3 hours (at the same time)

Tank parameters are as follows

PH - 8.0
MAG - 1320
ALK - 9.3
CAL - 430
NITRATE - 8.0
PHOS - 0.02
SALINITY - 35

Fish and coral are all doing great but the algae looks awful and its driving me nuts

I've been adding Vibrant for 3 weeks, so far and my glass and sand are very clean but doesn't look like its touched the algae on my rocks, should I being doing something else, should I just leave alone (don't wont it to get worse) what are your suggestions?
