Help with Apex ATO

So is it normal for my tank to have to fill up about every hour or so for a few seconds. Also sometimes when my ATK is supposed to be on it does not turn on. Even though it turned on more than an hour ago. Down below is what the apex created. I also feel like my tank is loosing a lot of water but I do not see why.

Set OFF
If Swx3_1 OPEN Then ON
If Swx3_2 CLOSED Then OFF
If Swx3_3 CLOSED Then OFF
When On > 005:00 Then OFF
Defer 000:10 Then ON
Defer 000:04 Then OFF

P.S. should be on now but is not and the last timeit was on was 14:54-14:55 and the time is 16:45
