I’m going to remove a rock and scrub the bubble algae off. Do I also then need to spray hydrogen peroxide on it? Is that safe to put back in my tank? I don’t have any corals at this time.

I would scrub the algae off and maybe use a gallon or 2 of tank water to rinse it off and put it back in the tank.

So don’t use the peroxide at all? Or are you saying to rinse it off with tank water?

Why use peroxide?
If all you are trying to do is remove some bubble algae off of a piece of live rock, I would just remove the rock and use a nylon bristle brush on it. Then using a gallon or so ( whatever it takes to remove the material) of the tank water and put it back.

I thought it was needed to stop it from coming back.

If its possible, in the past I've pulled the offending rock out while doing my water change. Scrub the rock in a bucket of "old" tank water , rinse it with "new" tank water put it back in the tank and finish up the water change. If you have other algae on the rock(green hair or byropsis ) you could try spot scrubbing with peroxide before you rinse.

I've tried various different concoctions on bubble algae, and the only thing that worked well for me, were emerald crabs.

Do you have to Quarantine emerald crabs? Would my flame hawk fish eat them?

emerald crabs can handle themselves and you really don't have much to worry about unless maybe if you have large aggressive fish. I have a flame hawk and long nose hawk and there hasn't been any issue.
