Sorry as I have never used one before... have it hooked up to the apex with if ph > 6.9 then on and if ph < 6.8 then off. My question is it seems like that makes my co2 regulator turn on and off every couple minutes... is that normal?

This is what I did. Not difficult.Save yourself the time and learn how to tune the thing by hand. Cycling with a pH controller is no good.
I have not used a pH controller in a long time and a CaRx is best run 24/7 uninterrupted without one. There is a paper in my signature that you can read if you want on how to do all of this. It is easy and more reliable.
