Help with cyno tank 2 years old

Hi guys i have a problem with cyno on the sandbed so i did treat it with chemiclean last week after water changed it all gone but after only 1 day it grow back again on sand and also on glassess so what does make this cyno grow? My tank no3 5-10 po4 0.03 0.04 so how soon i can use chemiclean again should i use the red mechiclean for next treatment?? I did used the blue one couples time in the past

I did same as direction add chemiclean and wait 48 hours then do water change

Yes it is. It is an antibiotic which disrupts coral and fish microbiomes.

I just meant off during the day in general as a skimmer may remove competition from the water column
