Developed these brownish spots all over body

That said, it is probably skin color changes due to either flukes or stings from coral/anemones.

I have had the fish for 10 days.
It's in a 40 gallon quarantine tank.
When I received fish it did not have these spots.
I've slowly raised Coppersafe to 2.4, 3 days ago.

Well, you don't have corals in the tank then. I would think these are spots from flukes then. Prazipro, dosed with good aeration, then 8 days later, do a partial water change and redose (and redose the copper) is the typical treatment.

I normally wait until after the 30 day copper treatment is done before dosing with prazipro, but the treatments can be run at the same time if you aerate the tank well and calculate the dose carefully.

Gills look very extended as if it is breathing hard. Also larger pvc pipe may be needed for this guy.
Agree on fluke likelihood . Increase oxygen with air stone while quarantining it
