Help with Fan issue

I have a 48" 8 bulb dimmable Sunpower fixture that I was going to sell to a local reefer tomorrow. I decided to clean the fans and a couple of the wires broke. Luckily I had 3 new fans that I purchased a few months back to replace one of the original fans that stopped working. After installing the other new fans, none of them turn on. I checked all connections and even examined the connection at the control board and all looked good. I decided to plug in an original nonworking fan and it "jump started" the other 2 fans. And when I unplugged the original and put in a new fan, all 3 worked. However, when fixture turns off, all new fans do not turn on unless "jump started" by original fan. What's going on here? And not sure if it factors in but newer fans are quite a bit louder than original ones. In the photo the top fan is original and bottom fan is new. Check out the video below.

Did you measure the voltage at fan connectors? Different fans have different starting voltages, below which they will not operate. Assuming ATI uses variable voltage to control the speed of these fans, you may be running into too low of a voltage to get the sunon fans started. A shorted/broken fan may cause the control circuit to bump up the voltage and this kick starts the fans until the reboot.
Delta fans are about double the price of comparable sunon fans. When delta says low starting voltage, they mean it. Likely not so for Sunon.
 
@_AV I did not measure the voltage. Will see if I can get a volt meter. I did hear back from ATI that these are in fact genuine ATI fans and that the company may have switched to Sunon fans due to a supply issue. They said to try switching wires in case it's a polarity issue.
