Help with flow - randomized flow versus wavemaker?

I have an IM Nuvo Fusion 20 and, due to aquascaping, I'm having trouble positioning powerheads in a way that gives satisfactory flow. It seems like it's either 'too little flow' or 'way too much' since my powerheads aren't controllable and unidirectional.

To try and alleviate this: would it a better idea to go for a wavemaker/controllable pump, or try something like a random flow generator? I saw that they make randomized flow nozzles that fit on the return nozzle for the Fusion 20. I'm also open to other ideas, just wanted some outside input. Thanks!
 
VCA (Vivid Creative Aquatics) makes some really cool products. They are the "no moving parts" random flow generator.
Their stuff works great
